Define the circular economy and contrast it with the linear economy.
A linear economy follows 'take–make–dispose'. A circular economy keeps materials and resources in use for as long as possible — designing out waste, reusing, repairing, remanufacturing and recycling — so value is retained and resource consumption and waste are minimised.
State the waste hierarchy from most to least preferred option.
Prevention (reduce), then Preparing for re-use, then Recycling, then Other recovery (e.g. energy recovery), then Disposal (landfill) as the least preferred option.
What is 'resource stewardship' in sustainable design?
Resource stewardship is the responsible management and efficient use of natural resources — materials, energy, water and land — minimising depletion, waste and environmental harm while meeting present needs without compromising those of future generations.
Give the Brundtland Commission definition of sustainable development.
Development that meets the needs of the present without compromising the ability of future generations to meet their own needs.
What are the three pillars (or dimensions) of sustainability?
Economic, social and environmental — often summarised as profit, people and planet, or the 'triple bottom line'. Sustainable solutions seek to balance all three.
Define 'social value' in the context of civil engineering projects.
Social value is the wider economic, social and environmental benefit a project creates for communities beyond the asset itself — such as local jobs, skills and training, supply-chain spend, wellbeing, and community improvements — over and above its core function.
Which UK Act requires public bodies to consider social value in procurement?
The Public Services (Social Value) Act 2012, which requires public authorities to consider how procurement can secure wider social, economic and environmental benefits.
What is community engagement and why is it important in infrastructure projects?
Community engagement is the process of involving people affected by a project — informing, consulting and collaborating with them. It builds trust, gains local knowledge, manages expectations, reduces objections/delays, and helps deliver outcomes that meet community needs.
Name the levels of public participation on Arnstein's-style engagement spectrum (inform to empower).
A common spectrum runs: Inform → Consult → Involve → Collaborate → Empower, with increasing levels of public influence over the decision at each stage.
Contrast leadership and management.
Leadership is about setting direction, vision and inspiring/motivating people to follow (doing the right things). Management is about planning, organising and controlling resources to deliver objectives efficiently (doing things right). Effective engineers usually need both.
Summarise the situational leadership concept of adapting style to follower readiness.
Situational leadership holds there is no single best style; the leader adapts between directing, coaching, supporting and delegating depending on the follower's competence and commitment (development level) for a given task.
What are the stages of Tuckman's model of team development?
Forming, Storming, Norming, Performing, and (added later) Adjourning/Mourning. Teams typically pass through conflict (storming) before establishing norms and reaching high performance.
Define a stakeholder and give the two broad categories.
A stakeholder is any individual, group or organisation that can affect, or is affected by, a project. They are broadly categorised as internal (e.g. client, project team, employees) and external (e.g. public, regulators, suppliers, communities).
Describe the power/interest grid used in stakeholder management and the four resulting strategies.
Stakeholders are plotted by their power (influence) and interest. High power/high interest = Manage closely; High power/low interest = Keep satisfied; Low power/high interest = Keep informed; Low power/low interest = Monitor (minimal effort).
What is the purpose of a stakeholder engagement/communication plan?
It defines who the stakeholders are, what their interests and influence are, what information they need, how and how often they will be communicated with, and who is responsible — ensuring engagement is proactive, consistent and appropriate to each group.
What are the key characteristics of effective technical communication?
It is clear, concise, accurate and unambiguous, structured logically, and tailored to the audience's knowledge level. It conveys the right level of technical detail, uses appropriate visuals, and supports informed decision-making.
Why must an engineer adapt technical communication to a non-technical audience?
Because audiences such as the public, clients or politicians lack specialist knowledge; using jargon-free language, analogies and clear visuals ensures the message is understood, supports good decisions, builds trust and reduces the risk of misunderstanding or misuse of information.
Distinguish mentoring from coaching.
Mentoring is a longer-term relationship where a more experienced person shares knowledge, advice and guidance to support another's overall development. Coaching is usually shorter-term and task/performance-focused, using questioning to help the individual find their own solutions and improve specific skills.
Define delegation and state its main benefits.
Delegation is assigning responsibility and authority for a task to another person while retaining accountability. Benefits include freeing the leader's time for higher-value work, developing team members' skills and confidence, improving efficiency, and increasing engagement and motivation.
What does CPD stand for, and what is it?
Continuing Professional Development — the systematic maintenance, improvement and broadening of knowledge, skills and competence throughout a professional's career, undertaken to keep them effective and current in their role.
How many hours of CPD does the ICE expect members to record annually, and what is the process for planning it?
The ICE recommends around 30 hours of CPD per year. Members should plan it via a development action plan — identifying learning needs, setting objectives, undertaking activities, and recording and reflecting on the outcomes against those objectives.
Name several types of activity that can count as CPD.
Formal courses and training, technical conferences and seminars, structured private study/reading, e-learning, on-the-job learning and new responsibilities, mentoring or teaching others, committee/volunteering work, and writing technical papers.
What is reflective practice, and which cycle is commonly used for it?
Reflective practice is learning from experience by critically examining what happened, what was learned and how to improve. Gibbs' Reflective Cycle is commonly used: Description → Feelings → Evaluation → Analysis → Conclusion → Action Plan.
Beyond chartership (CEng/IEng), what is the most senior ICE membership grade, and what does achieving it recognise?
Fellowship (FICE) is the most senior grade. It recognises significant achievement, responsibility and contribution to the profession — typically leadership, advancing knowledge or influence at a senior level — going beyond the competencies required for chartership.
