In PRINCE2, what is a baseline?
A reference level against which an entity (such as a plan, product or configuration) is monitored and controlled. Baseline management products are fixed at a point in time and changed only through formal change control.

It is produced by the Project Manager for the Project Board when a stage or project is forecast to exceed its agreed tolerances. It describes the exception, options, recommendation and impact, to allow the board to decide on corrective action.
